Project Overview
MORR Traffic Consulting Ltd. completed a Traffic Impact Study (TIS) in support of the Southwest Brandon Secondary Plan Area (SPA), a residential and commercial growth centre at the edge of the City. When the TIS began a new City plan was in progress, and it identified "Brandon as a moving City" as a key emphasis, with a focus on a proactive, preventative approach to road safety.
A safe systems approach was integral to the TIS, rather than being accessory to a focus on trip generation and traffic operations analysis. Analysis results were interpreted and synthesized through safe systems principles, as summarized by the SWOV Institute for Road Safety Research in the Netherlands. Speed control and conflict treatments were the main priorities, and volume to capacity and Level of Service were accommodated in ways that were consistent with the safe systems principles, rather than as ends in themselves.
