Dr. Jeannette Montufar-MacKay is a Founding Partner and CEO of MORR Transportation Consulting Ltd. with 25 years of experience working in Canada, the U.S., and Latin America on road safety, active transportation, freight systems, and traffic engineering projects. Her current work also involves the connected and autonomous vehicle ecosystems. She is a registered professional engineer in Manitoba, Alberta, and British Columbia, and is a Certified Professional Traffic Operations Engineer (PTOE), and a certified Road Safety Professional (RSP).

Dr. Montufar-MacKay was a professor in Civil Engineering at the University of Manitoba for nearly 15 years, during which time, she developed and led a successful and internationally recognized research program in transportation engineering and published nearly 250 technical papers and reports on various topics associated with transportation engineering and planning.

Dr. Montufar-MacKay has been an active member of various professional organizations for over 20 years and has served in leadership positions with numerous organizations including the Transportation Association of Canada, the Canadian Institute of Transportation Engineers and the Canadian Association of Road Safety Professionals. She has received over 20 local, national, and international awards for her professional leadership, contributions to advancing women in engineering, contributions to the engineering profession, technical excellence, teaching and educational excellence, and community service, as well as service to the engineering profession and the University of Manitoba.She is a fellow of the Canadian Academy of Engineering, Engineers Canada, and the Institute of Transportation Engineers.

Dr. Regehr is a Founding Partner and Principal of MORR Transportation Consulting Ltd. and Associate Professor in Civil Engineering at the University of Manitoba. Dr. Regehr has conducted projects for a variety of federal, provincial, and municipal clients involving freight transport, traffic information systems, traffic engineering, railway engineering, road safety analysis, exposure modeling, emissions modeling, advanced technologies for transportation, and transport policy and regulation. His research has contributed directly to national-level policy and engineering guidance and has resulted in the publication of over 200 technical papers and reports. He is the Director of the Manitoba Highway Traffic Information Systems (MHTIS), a partnership between Manitoba Infrastructure and Transportation and the University of Manitoba. He has experience with two Transportation Research Board Committees (past member of the Truck Size and Weight Committee and past chair of the Highway Traffic Monitoring Committee). 

Stephen Chapman has 25 years of experience working in the public and private sectors in western Canada. He has a broad range of transportation knowledge and has managed traffic engineering, active transportation, and road safety projects. Stephen is a registered professional engineer in Manitoba and Saskatchewan and is a certified Level 1 Road Safety Professional (RSP1). At MORR, Stephen serves as a manager on many of the projects undertaken by the company. This management role includes proposal preparation, client contact, project management, supervision of intermediate and junior staff, report preparation, quality control, and presentations.

Jenna is a transportation engineering associate with MORR Transportation Consulting Ltd. with a M.Sc. in civil engineering from the University of Manitoba. In her work at MORR as well as in her graduate studies, Jenna has gained extensive experience in research design, road safety, traffic engineering, data analysis, geographic information systems, and freight demand modelling. Jenna also has extensive experience in public and stakeholder engagement aspects of projects, developing and analyzing engagement survey data and hosting multiple public open houses and stakeholder engagement sessions throughout her career.

Steven Florko is a Transportation Engineer with 10 years of experience in consulting, primarily in traffic engineering, transportation planning, traffic impact studies, and travel demand modeling. His experience includes transportation plans and studies for commercial developments along suburban arterial corridors, urban mixed-use redevelopment sites, greenfield residential developments as well as corridor studies for multi-modal urban arterial streets and suburban expressways. He also has experience in in-service road safety reviews, transit data analysis, transit feasibility studies, travel demand forecasting, functional design, and transportation policy. This experience has been gathered on projects from coast-to-coast-to-coast, in six Provinces and one Territory.

Mr. Florko is an active Member of the Institute of Transportation Engineers. He is also a Past-President of the Institute’s Manitoba Section. He was part of the Section Executive Committee when the Section was awarded the Canadian District’s “Outstanding Section Award” in 2023. 

Dr. Maryam Moshiri is a transportation engineering associate with MORR Transportation Consulting Ltd. with a Ph.D. in civil engineering from the University of Manitoba. Her expertise lies in urban transportation and the accommodation of all modes through Complete Streets designs and policies. Maryam also has extensive knowledge on the interaction of truck sizes and weights and bridge infrastructure where she conducted research on the development of a European Bridge Formula for truck size and weight regulations in Europe. Maryam has also worked on a variety of projects in the areas of road safety and intelligent transportation systems for the City of Winnipeg and Transportation Association of Canada. Maryam has been an active member of various organizations and has held past leadership roles as the Secretary of the Transportation Research Board Truck Size and Weight Committee and Member of the University of Manitoba Board of Governors.

Michael Olfert is a transportation engineering associate with MORR with three years of experience in transportation consulting and an M.Sc. in civil engineering from the University of Manitoba. Michael has extensive knowledge in traffic monitoring practices from managing Traffic Information Systems for Manitoba and Alberta. In his capacity of manager of these systems, he managed the processing of raw traffic data, application of quality control, and the production of regular reporting and traffic flow maps. Michael also specializes in research, data analysis, and statistical analysis for projects in road safety, traffic engineering, transportation planning, and planning for dangerous goods.

Dr. Navoda Rillagodage works at MORR Transportation Consulting Ltd. as a Transportation Engineering Associate. She received her Ph.D. in Civil Engineering from the University of Manitoba. Navoda brings extensive knowledge in different road safety topics including speed management, traffic safety enforcement, road safety education and collision mitigation. She aims to apply a holistic approach to improve road safety using machine learning algorithms and advanced statistical theorems used in transportation engineering. In addition, Navoda also has experience in traffic monitoring activities including processing raw traffic data and producing traffic statistics such as annual average daily traffic volumes. 

Navoda currently serves as a Board Member at the Canadian Association of Road Safety Professionals (CARSP). She also serves as the vice president of Functional Transit Winnipeg. 

Whitney Ballantyne has been a Transportation Engineering Technologist with MORR Transportation Consulting Ltd. for five years. She obtained her diploma in Civil Engineering Technology majoring in Geomatics at Red River College. During her practicum she gained on-the-job training when working with Indigenous Services Canada where she provided support to the Geomatics team in the development of an interactive map for planning and reporting on regional activities for the First Nations, Inuit and Metis in the province. At MORR, she provides technical support using specialized computer software, such as AutoCAD and GIS, to produce conceptual engineering drawings and graphical maps of various projects dealing with active transportation, road safety, freight transportation, master planning, and others.

Martha is an accomplished professional with background in finance, accounting, insurance, and online sales. She brings years of experience from the banking and insurance sectors. Her experience extends to shipping logistics, inventory management, data entry, and audits. She joined MORR recently as our new Office Manager.
