Study to Determine the Economic Value and Network Capacity Requirements for Potential Expansion of the Long Combination Vehicle Program in Ontario
In 2009, the Ontario Ministry of Transportation (MTO) initiated its Long Combination Vehicle (LCV) Pilot Program to improve truck productivity in the province. The Program mandated stringent requirements governing LCV operations, including restrictions on the number of carriers that could access the Program and the number of permits allotted to each carrier. The Program has evolved considerably since its inception, becoming permanent in 2011 following a detailed evaluation, and continually expanding to enable higher levels of carrier participation and increased LCV activity in the province. MORR Transportation Consulting Ltd. conducted a study to support the planning activities, policies and decision-making concerning future development of the Program.
